Overview of access to the grid

Statutory provisions
  • Law no. 386/1995 (Sähkömarkkinalaki 17.3.1995/386 – Electricity Market Act)

The Act is of a general nature. Electricity from renewable sources is not given priority.

Connection to the grid

System operators are contractually entitled against the grid operator to connection to the grid. The grid operator is obliged to enter into an agreement with the system operator without discriminating against other system operators (§ 9 386/1995). Detailed provisions regarding the connection of a particular system are specified in the connection agreement.

Usage of the grid

The system operator is contractually entitled to the usage of the grid against the grid operator. According to the Ministry of Employment and the Economy, the grid operator is obliged to grant access to the grid without discriminating against certain system operators as long as the necessary grid capacity is still available.

Grid expansion

The grid operator shall expand his grid according to the reasonable needs of his customers without discriminating against certain system operators (§ 9 386/1995).
