Grid access in Luxembourg

Overview of access to the grid

Statutory provisions
  • Loi du 1.8.2007 (Organisation du marché de l’électricité - Law on the Organisation of the Electricity Market)

  • RGD 8.2.2008 (Règlement relatif à la production d’électricité basée sur les sources d’énergie renouvelables - Regulation on the generation of electricity based on renewable energy sources)

Connection to the grid

Operators of power plants are entitled to connection to the grid without any operator being discriminated against (Art. 5 and 19 Loi du 1.8.2007; Art. 54 (1) Loi du 1.8.2007). This principle is also applied to operators of plants that generate renewable-energy-sourced electricity. In contrast to systems that generate electricity from conventional energy sources, systems generating renewable-energy-sourced electricity need not be authorised to produce (Art. 15 (4) Loi du 1.8.2007). The cost of connection of a system to the grid shall be borne by the plant operator (Art. 5 (6) Loi du 1.8.2007).

Usage of the grid

Operators of power-generating plants are entitled to usage of the grid for the fees currently in force and according to the principle of non-discrimination (Art. 19, 20 Loi du 1.8.2007). This principle is also applied to operators of plants that generate renewable-energy-sourced electricity. Renewable-energy-sourced electricity is not granted priority usage. However, operators of plants that generate electricity from renewable energy sources are exempt from grid usage fees (Art. 5 (7) RGD 8.2.2008); renewable-energy-sourced electricity shall be used preferentially to compensate for grid losses (Art. 27 (19) Loi du 1.8.2007).

Grid expansion

An expansion of the grid is subject to the general provisions of the Law on the Organisation of the Electricity Market. Systems generating electricity from renewable energy sources are not given priority.
